Legal Regulation of Dog Walking in Czech Municipalities

Abstract: This article deals with the legal regulation of dog walking without a leash or a muzzle in public spaces within Czech municipalities. It highlights the extensive regulatory authority of municipalities and investigates how this authority is exercised by the six largest Czech cities (Prague, Brno, Ostrava, Pilsen, Liberec, and Olomouc). It highlights the differences in legal regulation and it also points out the shortcomings of the lack of exemptions for assistance dogs. It emphasizes the need of introducing a legal minimum standard of a leash or muzzle requirement (with certain exceptions). The article then summarizes the available data from Brno, indicating a low intensity of law enforcement and limited informing of the public.
